The tiered tariff is a type of tariff introduced following its publication in the Official Gazette upon the Board Decision dated 31.12.2021 no.10690 by the Energy Market Regulatory Authority (EPDK), the government agency regulating energy markets in Turkey.
The tiered tariff is available only for consumers in the “residential low voltage single-time subscribers group”, and took effect as of 01 January 2022.
Thereafter, on 31.01.2022, the EPDK Board Decision No. 10756 revised the consumption limits applicable. The discounted electricity limit applied for the residential subscribers group was updated with an increase from an average of 5 kWh per day to 7 kWh per day.
In this system, as of 01 February 2022, the electricity consumption by the consumers in the residential subscribers group will be invoiced based on the “low tier” tariff for the portion up to 7 kWh per day, and the “high tier” tariff for the part exceeding the low tier limit.
Our company does not have the authority to set or regulate the tariff prices.
How Will I Sort Out the Tiered Tariff on My Bill?
You will have a clear picture on how much of your consumption amount available in the “Billing Items” (Fatura Kalemleri) section of your bill is charged based on “low tier” and/or “high tier” schemes.
You can see your average daily consumption figure on the “Average Invoiced Consumption” (Fatura Ortalama Tüketim) field of your invoice, and review tips to help you reduce your consumption level using the savings assistant link https://www.gedizperakende.com.tr/en/savings-assistant.
What is the Advantage of the Tiered Tariff?
This tariff drawn up by the Energy Market Regulatory Authority and introduced once the relevant law passed by the Grand National Assembly of Turkey is published in the Official Gazette aims to “protect citizens with limited income, and increase savings and efficiency in energy consumption”
Where Can I See the Unit Prices of the Tiered Tariff?
The current unit prices are published under section “Tariff Tables for Electricity Bills” (Elektrik Faturalarına Esas Tarife Tabloları) on the website of the Energy Market Regulatory Authority. Detailed information is available through the link https://www.epdk.gov.tr/Detay/Icerik/3-1327/elektrik-faturalarina-esas-tarife-tablolari.
How Will My Daily Consumption be Calculated?
Your average daily consumption will be calculated by dividing your monthly consumption as shown in the “Billing Items” (Fatura Kalemleri) section of your bill by the number of days in the meter reading period. Your average daily consumption level is also shown on your bill. Of your average daily consumption figure thus established, the amount up to 7 kWh will be invoiced based on the “Low Tier Tariff Unit Price”, whereas the amount in excess of the said limit will be invoiced based on the “High Tier Tariff Unit Price”.
How Will My Bill Be Calculated Using the Tiered Tariff?
Your monthly consumption figure will be divided by the number of days in your meter reading period to calculate your average daily consumption. Of your average daily consumption figure thus calculated, the amount up to 7 kWh will be invoiced based on the “Low Tier Tariff Unit Price”, whereas the amount in excess of the said limit will be invoiced based on the “High Tier Tariff Unit Price”.
Below you can find an example calculation.
Total consumption: 270 kWh
Number of reading days: 30 days
Average daily consumption: 270 kWh / 30 = 8 kWh/day
As the average daily consumption figure is above 7 kWh/day, “low tier” and “high tier” tariffs will be used for calculating the bill figure.
Low Tier Consumption Calculation
30 (number of reading days) x 7 kWh/day (Low Tier Tariff Limit) = 210 kWh
240 kWh x 1,34107 TL/kWh (Düşük Kademe Birim Fiyatı) = 321,86 TL
High Tier Consumption Calculation
30 (number of reading days) x (9 kWh/day - 8 kWh/day) 1 kWh/day (High Tier Usage) = 30 kWh
30 kWh x 1,991154 TL/kWh (High Tier Unit Price) = 59,73 TL
Invoice Total Consumption
Charge will be calculated as 321,86 TL (Low Tier Consumption Charge) + 59,73 TL (High Tier Consumption Charge) = 381,59 TL (including taxes).
My Billing Period also covers the period prior to the Tiered Tariff scheme. How will you calculate my bill figure?
The consumption reflected on your bill is charged based on the unit prices applicable to the period of such consumption. Your consumption prior to 01 January 2022 will be invoiced based on the tariff applicable back then. The tiered consumption tariff introduced on 01 January 2022 will only apply for your consumption to take place thereafter. Any consumption prior to 01 January 2022 will be priced based on the prices applicable in the relevant month, and shown in the low tier tariff field. The billing processes and any other practices are carried out in line with the provisions of the legislation.
My bill was issued in the period before the revision of the tiered tariff limit. Will my former bill be revised accordingly?
The relevant EPDK Decision applies for your consumption to be invoiced as from 01.02.2022. The bills issued before 01.02.2022 will not be subject to any revisions. In bills to be issued as from 01.02.2022, any consumption up to a daily average of 7 kWh will be invoiced based on the “low tier” tariff. The consumption in excess of the said figure will be invoiced based on the “high tier” tariff.
How will the multi-time tariff be calculated?
The tiered tariff is not applied for the multi-time tariff. The consumption figures shown in the “low tier tariff” (düşük kademeli tarife) and “high tier tariff” (yüksek kademeli tarife) sections of the bill will be invoiced based on the unit prices applicable for the relevant month and time intervals.
My meter reading day varies. How will my bill figure be affected by this?
It will not be affected. The consumption calculation is effected by dividing your monthly consumption figure by the number of days in the meter reading period. You will not suffer an unjust treatment due to meter reading period being longer or shorter than 30 days.
A fixed consumption limit such as 210 kWh is not taken into account in tariff calculation. In cases where your meter reading period exceeds 30 days, the number of days in the meter reading period will be multiplied by 7 kWh to establish the consumption figure eligible for discount. As the calculation will be based on your daily consumption figure, any excess or shortfall in the number of days in the meter reading period will not affect your entitlement to applicable discount.
The portion of your daily consumption up to 7 kWh, to be established according to your time of use, will be charged based on the “Low Tier Tariff”, whereas the portion in excess of the low tier limit will be charged based on the “High Tier Tariff”.
Do the TRT Share and Energy Fund still apply on the bills?
From 01 January 2022, no “Energy Fund” or “TRT Share” will be charged on your bills.
Electricity prices per unit are the unit prices charged to the consumer, excluding the taxes and funds determined quarterly (January, April, July, October) by the Energy Market Regulatory Authority and applied to all subscription groups.
The Energy Market Regulatory Authority is authorized to reduce, increase or keep the unit prices unchanged every three months (January, April, July, October) by order.
If the electricity prices do not change, your bill will continue to be calculated using the unit prices valid in the previous quarterly period (January, April, July, October). The billing processes and any other practices are carried out in line with the provisions of the legislation.
In the event of an increase or decrease in the electricity price, your consumption will be billed on the basis of the unit price that applied during the period in which your consumption took place.
Below you can find an example calculation.
The billing period of a consumer whose first meter reading date is 17 March 2023 and whose last reading date is 15 April 2023 comprises 30 days.
If the unit price for electricity goes up or down effective 01 April 2023, consumption between 31 March 2023 and 17 April 2023 will be calculated and billed based on the unit prices in effect prior to the change. Consumption between 01 April 2023 and 15 April 2023 will be calculated and billed based on the newly announced reduced or increased unit prices.
The meter reading deadlines are set by the distribution company in your region within the framework of the statutory provisions. You can get detailed information by contacting the distribution company in your region.

Tariff
It is a tariff where a single price is applied for the electricity consumed at all times of the day.
Multi-time Tariff: It is a tariff that covers different time frames and applies different prices for the electrical energy consumed at different defined times of the day. Winter Time; Daylight Time 07:00 – 18:00, Peak Time 18:00 – 23:00 Night Time 23:00 – 07:00 Daylight Saving Time; Daylight Time 06:00 – 17:00, Peak Time 17:00 – 22:00, Night Time 22:00 – 06:00 There is no daylight saving time/winter time in Turkey anymore. In terms of applying the multi-time tariffs, for meters not updated for permanent daylight saving time, the time frames titled “winter time” are taken into account when measuring the consumption of the consumers. These time frames correspond to the period between the last Sunday of October and the last Sunday of March. As for the period from the last Sunday of March to the last Sunday of October, the time frames titled “daylight saving time” are applied. For consumers whose meter is set to permanent daylight saving time, the time frames titled “daylight saving time” are applied at all times. Depending on your use habits, the multi-time tariff could be more advantageous compared to the single-time tariff if you use energy between the day and night time ranges when the price per unit is lower.
You can contact our Call Center or apply to your nearest Aydem Customer Relations Center to benefit from the single-time or multi-time tariff. If a subscriber does not have an electronic meter that is able to show three-time consumption values, they must obtain one to benefit from the multi-time tariff. Tariff changes are made in the first billing period that follows the bill to be issued with the index findings at the end of the period that covers the date of request. Requests to switch to the single-time or multi-time tariff can only be made twice in a calendar year.
Electricity prices per unit are the unit prices charged to the consumer, excluding the taxes and funds determined quarterly by the Energy Market Regulatory Authority and applied to all subscription groups. Please visit the official website of the Energy Market Regulatory Authority at http://www.epdk.org.tr/ for further information and the electricity prices per unit for all subscription groups.
Sales price of electricity is the same across Turkey, and our Company is not authorized to make any increase or discount on the electricity prices (except for the consumers entitled to be Eligible Consumers). The national tariff, which was approved by the Energy Market Regulatory Authority (EPDK) to be applied throughout Turkey, also applies to our region.
At the moment, we do not have any offer for people with disabilities. If the Energy Market Regulatory Authority defines a separate tariff for people with disabilities in the national tariff unit price table published quarterly upon board decision, our Company will also be able to offer such tariff to its customers.

Eligible Consumer
Eligible Consumer is a natural person or legal entity that is entitled to choose their supplier and use electricity with a discount because their consumption is higher than the electrical energy amount determined by the Energy Market Regulatory Authority (EPDK).
Discounted electricity is the power supply with a discount based on the tariff unit price applied by your current electricity supplier. This service can be offered by electricity suppliers licensed by the Energy Market Regulatory Authority. After you sign a Discounted Electricity Contract (Bilateral Agreement) with Aydem/Gediz Perakende, you will start to use electricity for a price that is below the applicable electricity sales tariff approved by the Energy Market Regulatory Authority (EPDK). A Bilateral Agreement is an electricity sales contract that ensures that you benefit from a certain amount of discount based on the prices set by the Energy Market Regulatory Authority (EPDK). All consumers with an average monthly electricity bill at or above 75 TRY can start using discounted electricity upon signing a Discounted Electricity Contract with Aydem/Gediz Elektrik Perakende Satış A.Ş. Discount is applied to the electricity unit price. Your electricity bill contains other price elements determined by the government. VAT (Value Added Tax), Municipal Consumption Tax, TRT Share, Energy Fund and Distribution Fee are some of the elements on your bill, and discount does not apply to fixed value elements among these.
In case of an increase in the active consumption price, your discount rate defined in the bilateral agreement will go up in proportion to the increase rate. If the bilateral agreement was signed for a fixed unit price, this price will not be affected by an increase in the active consumption price.
It is not obligatory to be an eligible consumer. If the customer does not want to be an eligible consumer, their bills will be issued based on national tariff unit prices.

According to the Measurement and Adjustment Law No. 3516 and the related secondary legislation, meters that measure electricity consumption must be periodically checked, sealed and adjusted every 10 years. For this reason, meters that have completed their 10 years with the same seal are removed for sealing and adjustment and replaced with a temporary meter with the same features. If the meter is impossible to be adjusted and/or repaired, it will be replaced with a new one. In addition to this, upon customer request, the mechanical meter removed can be replaced with an electronic meter that can measure multi-time consumption.
If it is found out that the meter shows incorrect consumption values, it must be replaced as per the provisions of the regulation. If the user of the meter is not the subscriber, they need to sign a subscription contract with our company to transfer the subscription to their own name. Meters can only be replaced upon application by the subscriber.
